What It Is & Why It Matters

The Model AI Governance Framework is Singapore's voluntary, principles-based guidance for deploying AI responsibly, and it has grown into a small family of documents as AI itself has evolved. The original framework addresses general AI systems. A 2024 edition addresses generative AI specifically. The newest addition, launched in January 2026 and refined twice since based on feedback from over sixty organizations, addresses agentic AI, AI systems capable of autonomous planning, reasoning, and taking action, and is structured around four pillars: assessing and bounding risk upfront, ensuring humans remain meaningfully accountable, implementing technical controls, and enabling end-user responsibility.

It matters because Singapore was one of the earliest governments to publish structured AI governance guidance at all, and its approach has been widely referenced internationally as an alternative model to more prescriptive, binding regimes like the EU AI Act, guidance built through industry consultation and real case studies rather than legislated requirements. The Agentic AI edition specifically fills a genuine gap: as of today, it's one of the only governance frameworks anywhere purpose-built for autonomous AI agents rather than adapted from guidance written for simpler, non-autonomous systems.
