What It Is & Why It Matters

The DPPR was originally issued by CITRA in 2021 as a broader regulation applying to public and private sector service providers generally. In February 2024, CITRA substantially revised it, and narrowed its scope specifically to telecom operators, internet service providers, and other CITRA-licensed entities, rather than expanding it into the comprehensive national law many expected. It requires explicit consent before collecting personal data, with parental or guardian consent required for anyone under 18, limits data use to the specific disclosed purpose, requires deletion once that purpose is fulfilled (typically at contract termination), and requires breach notification to CITRA within 24 hours, faster than most breach notification windows on this list. A related CITRA framework separately governs cloud service providers operating data centers in Kuwait.

It matters because of what it isn't as much as what it is. Kuwait remains one of the more notable Gulf countries without a standalone, comprehensive data protection statute, unlike Bahrain, Saudi Arabia, and Qatar, all of which we've now covered or flagged. For any company operating in Kuwait outside the telecom, ISP, or licensed cloud sector, there currently isn't an equivalent national law to point to, which is a genuinely different situation from most of the rest of this Gulf cluster.
